Nanotechnology & Advanced Materials Symposium
The Nano and Advanced Materials Institute Limited (NAMI) is going to organize “Nanotechnology & Advanced Materials Symposium – Turn MSW into Profit: Novel Recycling and Biodegradable Technologies to Develop High Value Products and Reduce Landfill Burden” on 27 March 2019 at the Conference Hall 06-07, 2/F, Lakeside 2, Phase 2, Hong Kong Science Park. In this Symposium, there will be introduction of NAMI’s recycling technologies to turn different MSWs into high value products to provide financial incentives for recycling, with our industrial partners sharing their experience and success in recycling technology development and application. A Waste Reduction Guidebook for Large Scale Event Organisers
The Environmental Protection Department (EPD) and the Business Environment Council (BEC) jointly launched a guidance booklet on waste reduction for major community events to assist event organisers and related stakeholders in formulating waste management strategies to achieve waste reduction and clean recycling as well as to enhance environmental performance. 2017-10-18   Survey for establishing paper recycling and manufacturing businesses in EcoPark, Tuen Mun
The Government is planning to lease out EcoPark lots specifically for setting up a paper recycling and manufacturing plant using locally collected waste paper. The purpose of this Survey is to gather information from the recycling industry on their interest and needs in developing paper recycling and manufacturing business in EcoPark, including preferred lot sizes, infrastructure requirements, materials and recycling processes, as well as their views on the leasing arrangement. Interested organizations with relevant experience and knowledge are welcome to make submissions. The Survey is not and will not form part of any procurement or tender pre-qualification exercise. Those taking part in this survey exercise will not be given any advantage or preferential treatment in subsequent procurement or tender exercises. The Survey starts on 18 October 2017. Companies who would like to make submission can download the form from EcoPark website and return to EcoPark Management Company preferably by e-mail, by mail or fax on or before 7 November 2017. Recycling Fund Strengthens Support to Local Recyclers
The Recycling Fund is expanding the funding coverage of the “Small-scale Standard Projects” programme under the Enterprise Support Programme to better respond to the needs of the local recycling industry. From now on, the Small-scale Standard Projects also cover the procurement of small-scale equipment for fostering good practices, reducing nuisance and enhancing capability, capacity, operation efficiency and skills; and prescribed promotional and community building activities for improving the image of the industry. Please click here for more information. In addition, the Recycling Fund is introducing a series of facilitation measures to further ease the financial burden of the successful applicants. They include:

  • Relaxation for enrolling in training programs for Small-scale Standard Projects;
  • Approved Small-scale Standard Projects may apply for interim fund disbursement if necessary
  • Rental expenses arising from the “Enterprise Support Programme” project’s new recycling business become a fundable item, with a cap of HK$10,000 per month or 10% of the total approved funding amount, whichever is lower; and
  • Expenses for third party liability insurance for project related activities become a fundable item

Sixth batch of application (1st Decemeber 2016 – 28th February 2017)
Applications for Recycling Fund are accepted all the year around and will be processed by batches. The cut-off date of the sixth batch of application will be 28 February 2017. You may also pay attention to the latest news at the Recycling Fund website. Any applications received by the Secretariat after a particular cut-off date will be processed together with the next batch of applications to be received by the next cut-off date.

Third batch of applications approved under Recycling Fund
The Advisory Committee on Recycling Fund has completed its assessment and approved the third batch of applications. The Committee has approved funding for four applications involving a total sum of about $3.5 million. Among the newly approved applications, two are under the Enterprise Support Programme and two are under the Industry Support Programme. Of the two projects approved under the Enterprise Support Programme, one involves the recycling of waste tyres and the other the recycling of waste plastic bottles. The approved projects under the Industry Support Programme are to develop training courses for the practitioners in the recycling industry and to develop a registration scheme for the food waste recycling industry.

Understand that the recycling industry may encounter difficulties to open a designated project bank account, the Advisory Committee on Recycling Fund decided that all granted Small-scale Standard Projects under Enterprise Support Programme can be exempted. 2016-07-15 New arrangements for project vetting
As part of the enterprises in recycling industry could not provide evidence of substantive business operations because their current recycling related operations are commonly use cash in transactions. To facilitate these small and medium sized enterprises (SMEs), the Secretariat will conduct a series of work to verify its operation, so as to assist some of the enterprises which failed to provide adequate documentary proof.
2016-04-29 Recycling Fund approves $28 million for 29 applications 
A total of 94 submissions had been received as of first batch last year. Among the 29 applications approved by the Committee after assessments, 26 are under the Enterprise Support Programme which supports the recyclers to purchase new machineries and transportation equipment, and recruit new staff, etc. The other3 are under the Industry Support Programme that aims to enhance the occupational safety and health, and operational efficiency of the industry.  Specific terms and conditions have been attached to individual proposals, such as the requirement to increase the targeted handling capacity of the funded project. These applications involve different types of recyclable materials, including metals, plastics, used cooking oil, etc. and are proposed by recyclers of different business sizes. Among the 29 approved applications, 24 applicants have accepted the grant terms. Of the remaining 5 applicants, some have not yet decided to accept the terms, and some have decided to revise their proposals for application in the future. Apart from the above approved applications, the Committee deferred the consideration of 29 applications for assessment to its next meeting pending submission of further information. 27 applications did not meet the application criteria and were rejected by the Committee. Another 9 applications were withdrawn by the applicants. In general, the stakeholders of the recycling industry show support to the Recycling Fund, and more expressed interest in applying for the fund. The First Batch of Recycling Fund received 94 applications. This reflects a positive response from the stakeholders of the recycling industry. We believe that the interested stakeholders in the recycling industry will submit their applications at an appropriate time in accordance to their operating conditions and pace of development.
